Nuclear Power generates energy on a large scale and consumes less fuel for power generation in comparison with fossil fuels, but it involves big risks as it can give rise to radiations and explosions. There are different perspectives to nuclear energy across nations. <a href="http://indiatoday.intoday.in/site/story/prime-minister-manmohan-singh-advocates-indias-quest-for-nuclear-energy/1/139979.html">The Indian government is in favour of Nuclear power plants</a> as it anticipates efficient security support, whereas <a href="http://www.montrealgazette.com/news/Germany+close+nuclear+plants/4865202/story.html">Germany has indicated that it would be closing down all the nuclear plants by the end of 2022.</a> Considering the Chernobyl and Fukushima Daiichi nuclear disasters, it can be assumed that <a href="http://www.economist.com/node/18682821">nuclear energy</a> is dangerous and can create havoc; but, by taking good security measures, catastrophes can be avoided.</p>

			<content:encoded><![CDATA[<p>Should the United States allow the pipeline from Canada to Texas to be installed, possibly causing harm to the sensitive ecosystem, or should Obama rule it out altogether, in order to focus on new sources of energy?</p>
<p>The majority of the U.S.’s oil imports come from Canada. As Canada only exports oil to the U.S., holding back on making a decision about the pipeline could lead Canada towards trading with China, a significant loss for the U.S. Yet Congress may not be able to come to a decision as easily as some may suggest. On one hand there are the environmentalists that understand the impact a pipeline from Canada to Texas would have on the ecosystem. Pipelines often have a history of leaks, most currently occurring in Illinois and Michigan. The oil reserves in Alberta are also oil sands, which use a lot of energy and water to separate the oil. Not only is the requirement of so much energy negative, but the process increases greenhouse gas emissions and could harm forests and rivers as well. For these reasons, many, who tend to support Obama and the Democrats, would oppose this pipeline. Yet on the other hand, the significance of losing vast amounts of resources to China cannot be underestimated. Canada exporting oil to China could increase prices, cause accidents still close to U.S. borders (the pipeline for China would end in British Columbia), or force an even greater dependence on the Middle East. While it may not be ideal to continue the U.S.’s reliance on oil by putting in a pipeline to Texas, it could be necessary for the long-term interests of the U.S. So now the question remains, how can Congress and the President balance the country’s interest in new and clean energy sources and protection of the environment with the importance of having access to Canada’s oil reserves, decreasing dependence on the Middle East, and keeping prices down by keeping China out?</p>

			<content:encoded><![CDATA[<p>The recent discovery of uranium mine in Andhra Pradesh’s Tumalapalli has revealed 49,000 tonnes of uranium. It is envisaged that the total quantity of uranium can go up to 1.5 lakh tonnes, which would make it amongst the largest uranium mines in the world. The quantity discovered at Tumalapalli is sufficient to support 8,000 MW capacity for 40 years. The deposits at Tumalapalli have outnumbered the total reserves of 1.70 lakh tonnes found in both the mines located at Jharkhand. India has been procuring its uranium reserves from countries like France and Kazakhstan, but the recent discovery of uranium deposits has lowered the dependence on foreign supplies.</p>
<p>Nuclear energy is definitely one of the richest sources of energy, as it has the power to generate large-scale electricity. Over 16% of the world&#8217;s electricity is generated from uranium in <a href="http://www.extractresources.com/our-business/about-uranium.html" target="_blank">nuclear reactors</a>. This amounts to about 2400 billion kwh each year. It comes from about 440 nuclear reactors with a total output capacity of about 370 000 megawatts (MWe) operating in 31 countries. Every 22 tones of uranium used avoids the emission of one million tones of carbon dioxide, relative to coal. When the electricity comes from coal, every kilowatt-hour of it results in about a kilogram of carbon dioxide being emitted.</p>
<p>The total amount of fuel used for operating the nuclear power stations globally is about 12,000 tones per year. About two thirds of this is treated as waste, while the rest is reprocessed to recover useful fuel material. The reprocessing of used fuel results is only about 3% of it being high-level radioactive waste (which is then incorporated into glass), with the balance being recycled as fresh fuel. Handling, storage and treatment of these radioactive wastes has been undertaken in many countries for several decades without incident. <a href="http://www.world-nuclear.org/info/inf60.html">Nuclear power</a> is the only energy-producing industry, which takes full responsibility for all its wastes and costs this into the product.</p>
<p>In spite of the nuclear energy development in India, certain flip sides too are encountered. Recently, the Nuclear Power Corporation of India Limited (NPCIL), reported in the Times of India, that the upcoming Jaitapur nuclear power plant has created an upheaval, as wrong reasons have been associated with it- nuclear power plant being set up near residential areas, agitation by farmers unwilling to give up land and allegations that the French reactor which is going to be installed has not been tested and will therefore expose high levels of radiation. Also, issues about profit mongering have been raised as people in Jaitapur have received a good compensation for land, resulting into a sense of jealousy amongst the others from the neighboring areas.</p>
<p>Nuclear energy is undoubtedly an important energy reserve, but various security concerns after the recent Fukushima Daiichi Nuclear disaster have been raised by the localities in India, fearing the nuclear power plant construction near their residences. Besides, many of the nuclear installations have aged with time and have serious problems. Considering this, is India fully ready to support Nuclear Energy?</p>

			<content:encoded><![CDATA[<p>Energy in different forms- coal, natural gas, nuclear, other renewables and petroleum is consumed for the generation of electricity. Fossil fuels are the topmost sources of electricity production, which are gradually depleting. Throughout the world, electricity is required for light, heat and air-conditioning. Energy is considered necessary for various other activities- growing, storing and distribution of food materials, transportation purposes, processing of waste products and domestic usage- heating and purification of water, cooling/ refrigeration, washing and drying, cooking and other miscellaneous activities -TV, Microwave, computers etc.</p>
<p>Considering the incessant growth of energy needs, and the over-exhaustion of fossil fuels, generation of unconventional energy forms is extremely important. Nuclear energy is a good source of energy, but along with its various advantages, certain disadvantages are also observed.</p>
<ol start="1">
<li>Water acts as one of the major elements for nuclear energy. Electricity can be produced by nuclear energy only at high pressure, and to create this pressure, water needs to be heated to the highest degree. The real challenge is that the water cool reactors have to run at high pressures of about 70 to 150 atmospheres of pressure than the normal pressure of 100 degree. The reactors work as pressure vessels and have to be constructed with steel walls over 20 meters, which can be cumbersome.</li>
<li>Sometimes the pressures are not maintained and when the reactor collapses, the water doesn’t stay liquid, as it is converted into steam. In order to hold the steam, water cool reactors are built inside big thick concrete buildings, called containers, which are larger than reactors. In spite of this arrangement, pressures at times exceed, resulting into overheating and melting down of reactors.</li>
<li>The reactors use uranium oxide as fuel, which is made of ceramic material –coffee cups, cookware are mostly made from this material. Ceramic is chemically stable but not good at transferring heat. The fuel is stored in the form of pellets. During a reactor&#8217;s operation there is a large temperature difference between the center of the pellets and their surface, causing the center of the fuel pellets to become very hot. The heat must be constantly removed by a reactor cooling system because overheating could cause the fuel rods to melt, which could in turn lead to a catastrophic nuclear accident and release of radiations.</li>
</ol>
<p>&nbsp;</p>
<p><strong>So what other options do we have?</strong></p>
<p>Liquid fluoride thorium is emerging as the best alternative. It is a thorium reactor concept that uses a chemically stable fluoride salt for the medium in which nuclear reactions take place. This fuel form yields flexibility of operation and eliminates the need to fabricate fuel elements. It is chemically stable and does not react with air, water and other atmospheric elements. Liquid fluoride thorium does not need to operate at high pressure and therefore is not entrapped in heavy steel pressure container vessels. Unlike solid fuels, which need to be melted down while cooling, liquid fluoride fuels are already melted at lower temperatures in normal operations. During emergencies, in water-cool reactors, power has to be provided to the plant, to keep the water circulating and prevent the meltdown, whereas in reactors supported by liquid fluoride thorium, if there is a power breakdown, the reactor shuts down itself without human intervention and has a very safe and controlled configuration.</p>
<p>Thorium is a naturally occurring fuel, 4 times more common in earth’s surface than uranium and 200 times more efficient than uranium. Thorium produces less radioactive waste and cannot sustain a nuclear chain reaction without priming, so fission stops by default. Thorium ends the need of large high-pressure nuclear reactors, built in container buildings and they enable compact gas turbines instead of low efficiency steam turbines, it also makes power transmissions flexible as thorium can locate itself near the existing power-plant sites or near the demanded centers.</p>
<p>Considering these benefits from Thorium, will this clean, safe and sustainable energy lead the future?</p>

			<content:encoded><![CDATA[<p>The <a href="http://articles.timesofindia.indiatimes.com/2011-07-25/india/29811908_1_sco-india-china-observer-status" target="_blank">recent news</a> came as a diplomatic triumph for India, as Beijing plans to open a role for India in the SCO (Shanghai Cooperation Organization), the six-nation body, comprising of China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, and Uzbekistan. Presently, India along with Iran, Mongolia and Pakistan –has an observer status in the SCO.</p>
<p>The recent security situation in Afghanistan has come as threat, reckoning the withdrawal of the US troops, thus the need of strong support by other countries has been realized. SCO has therefore considered India and Pakistan&#8217;s bid to become a full member of the organization.</p>
<p>Pakistan claims to have support from China as well as Russia for the SCO membership. Similarly, India also believes that the membership proposition from Beijing doesn&#8217;t mean thwarting any healthy engagement between India and central Asia. There is a more evolved thinking in the Chinese establishment which is looking for fresh partnerships in the region, including Afghanistan which applied recently for observer status in SCO. Indian officials also believe that SCO is going to be one of the most crucial forums to discuss the security situation post-2014 in Afghanistan and also for putting more pressure on Pakistan to check its terror-spewing jihadi groups.</p>
<p>China has successfully made its place, by managing to reduce the trade deficit with central Asian counties. Whereas, India&#8217;s economic relations with these countries are still bleak. The <a href="http://news.xinhuanet.com/english2010/china/2011-06/15/c_13931647.htm" target="_blank">summit</a> in June saw foreign minister S M Krishna lauding the role of SCO in combating terrorism and in promoting economic cooperation in the region and said India would be happy to play a larger and deeper role in the group.</p>
<p>Over the years, all forms of terrorism, separatism and extremism as well as drug and weapon trafficking, illegal immigration have been the issues monitored and controlled by most of the member states. Besides, the unrest and turmoil in Kyrgyzstan, favored by means of humanitarian and financial assistance, and the upheaval which still continues to rage the economic and social life in Afghanistan, are some of the concerns for which constant efforts are contributed by different member countries.</p>
<p>The tenth SCO summit also declared that cultural and people-to-people cooperation was of important significance to boost good-neighborly cooperation, and pay high attention to cooperation in culture, environmental protection, science and technology, innovation, public health, tourism and sports. Reports say that the next SCO summit will be held in 2012 in China. China will become the president country of next year&#8217;s SCO summit, according to the SCO Charter.</p>
<p>Considering the efforts of the Shanghai Cooperation Organization in easing the economic and political difficulties, will the involvement of new countries, better strategies and ideas boost the security, economic and cultural ties among the member countries?</p>

			<content:encoded><![CDATA[<p>The Obama Administration has insisted both India and China to &#8220;revisit their position&#8221; on Syria, as more sanctions are needed to intensify the international campaign against the authoritarian regime.</p>
<p>Secretary of State Hillary Rodham Clinton acknowledges that the situation in Syria is in a state of turmoil and the governance must be reprimanded. At the <a href="http://www.washingtonpost.com/world/national-security/clinton-defends-us-response-to-crackdown-in-syria/2011/08/16/gIQA3jl0JJ_story.html" target="_blank">Washington event</a>, Clinton was asked if the limited U.S. response signaled that the United States would no longer be prepared to preserve stability in troubled corners of the globe. Clinton replied that Americans would still lead but would no longer shoulder the burden alone. For this reason, the support from India as well as China is considered crucial.</p>
<p>It is essential to strengthen the international communities and organizations that protect and secure the countries in trouble. The UN headquarters have been putting in conscious efforts to end Syria’s tyranny, but other countries –India and China must also show responsibility towards slowing down the global mayhem and reveal a positive picture towards global development.</p>

The focus of this dialogue is to increase India’s investment in China and address a burgeoning trade deficit.</p>
<p>Montek Singh Ahluwalia, deputy chairman of the Planning Commission, will lead the strategic economic dialogue with China and Ahluwalia’s counterpart in the dialogue will be the head of China’s National Development and Reform Commission (NDRC).</p>
